The Policy Pulse Speaker Series offers a monthly forum where officials from all levels of government, as well as leaders of business advocacy groups, discuss the current public policy landscape. Join us for engaging discussions led by distinguished speakers as they discuss their policy priorities relative to those of the regional business community, analyze pressing issues, and offer insights into the impact of public policy on the region and the Commonwealth. From local to national perspectives, each meeting promises to spark meaningful dialogue and broaden perspectives on the ever-evolving realm of public policy.

November Speaker:
Dr. Kyle C. Kopko, Ph.D., J.D.
Executive Director, County Commissioners Association of Pennsylvania (CCAP)

Dr. Kyle Kopko serves as the Executive Director for the County Commissioners Association of Pennsylvania (CCAP). Serving in his current role since August 2025, Dr. Kopko was formerly the executive director for the Center for Rural Pennsylvania, a bipartisan, bicameral legislative agency that represents the interests of 3.4 million rural Pennsylvanians. Kopko was also previously an associate dean and associate professor of political science at Elizabethtown College. He received his Ph.D. in Political Science from The Ohio State University and his Juris Doctor & Certificate in Intellectual Property Law from the University of New Hampshire Franklin Pierce School of Law. Dr. Kopko has authored or co-authored 60 publication, including two university press books. His research has been featured in a variety of national and international outlets, including The New York Times, The Washington Post, The Wall Street Journal, The Economist, The BBC, CNN, and Fox News Channel. As CCAP Executive Director, Kopko leads the state’s premier organization representing county government, which acts as the united voice for all 67 Pennsylvania counties. CCAP provides county leaders with information and guidance related to legislation, education, media, insurance, technology and many other issues that help create and maintain crucial services for residents throughout Pennsylvania.
