Commissioners Kelly Neiderer, George Hartwick, and Frank Campbell will provide Chamber & CREDC members with updates on their respective counties’ progress. Topics will include: Economic Development & Housing; Human Services & Transportation; Special Focus: Election preparation and security measures as we quickly approach the 2024 Presidential Election.

Doors will open at 7:45 a.m. and that welcome remarks will begin promptly at 8:00 a.m.

Meet the Commissioners:

Commissioner Frank Campbell was elected and began serving on the Board of Perry County Commissioners on January 2, 2024.  He has been a life-long resident of Perry County. He graduated from Greenwood High School in 1966, Harrisburg Area Community College in 1969 with an associate degree, and then Penn State Harrisburg in 1971 with a bachelor's in business degree. Campbell served as a member of the US Army Reserve from 1967-1973. He spent his working career with H. F. Campbell & Son, Inc., his family-owned refrigerated trucking company. He held various positions throughout this career and retired as President. Since retirement he has devoted his time to public and non-profit service. Campbell has held leadership positions in a number of organizations and was recognized for his volunteering when he received the Jefferson Award. He is currently serves as the President of Newport Revitalization & Preservation Society, he was Vice Chairman of the Perry County Economic Development Corporation, Chairman of the Howe Township Municipal Authority, Vice-President of the Perry County Economic Development Authority, and Vice-President of the SEDA-COG Natural Gas Cooperative Board.  He was a founding Co-Chair of the Perry County Chamber of Commerce and is now a Director Emeritus.  He and his wife Susan reside in Newport and their grown children, Matthew, Laura and Sarah all reside in Perry County.  Along with fellow Commissioners, he will serve on the Election Board, Prison Board, Salary Board, Retirement Board, and Board of Assessment Appeals.

From his earliest days as a scholar-athlete in the blue-collar town of Steelton, George P. Hartwick, III has worked hard for everything he has and does. His never-say-die spirit has led to numerous awards, a rapid climb to national recognition in the field of human services, and dramatic gains in Dauphin County’s economy, cultural diversity, human service delivery, and quality of life. From new housing projects and a deliberate focus on cultural inclusion to cutting-edge strategies to cope with mental illness in prison, the opioid epidemic, keeping families together and more, George has pushed hard for ideas and innovations that transform lives –and he has succeeded. More notably, he and his fellow commissioners have achieved success while still holding the line on taxes for a remarkable 20 years in a row. George’s desire to help others drew him to public service at a young age and at 24, he was elected as Steelton’s mayor, becoming the youngest mayor ever elected in Pennsylvania. During his two terms, he began the successful process of turning Steelton around and priming the borough for continued economic growth it sees today. Now serving his sixth term on the Dauphin County Board of Commissioners, George has primary oversight of the county's Human Services Department, Human Resources, Children and Youth, Area Agency on Aging and other initiatives. Always looking for ways to help the lives of the county’s residents, George has expanded Meals on Wheels to all eligible seniors, tackled elder abuse, helped implement a “warm hand-off” that immediately arranges addiction treatment for those taken to emergency rooms following overdoses, coordinated care for those displaced by the closing of Harrisburg State Hospital, and so much more.


Kelly Neiderer is serving her first term as a Cumberland County Commissioner. Before becoming commissioner, she was the Cumberland County Treasurer. Kelly has worked in the financial services industry for 30 years, covering many facets of banking, including retail management, commercial lending, and market leadership. She retired from the industry as the executive vice president, chief retail officer of Mid Penn Bank. Kelly currently serves on the board of Tri County Community Action and the MITER Foundation board. Kelly served as the President of the board for the Arc of Cumberland & Perry Counties, and chair of Cumberland County Affordable Housing Fund. She was also on the Middlesex Township Zoning & Hearing Board for 28 years and held board positions at the United Way of Carlisle, Cultural Enrichment Fund, the YMCA of Carlisle, and the YWCA of Carlisle. Kelly holds a Bachelor of Science in Economics from West Chester University and is a graduate of the Intermediate School of Banking, and the School of Commercial Lending programs through the PA Bankers Association. A lifelong resident of Cumberland County, Kelly’s heritage dates back to a family farm in Mechanicsburg that was built with a land grant from William Penn. Kelly and her husband, Philip, have two sons Andrew and Thomas. They live in their family farmhouse in Carlisle that seems to be in constant need of renovation! She is a member of St. Patrick’s Church, enjoys hiking our beautiful Cumberland Valley, as well as Eagles Mere, Pennsylvania.
