Job Summary (Role in the organization):

The position is critical in assisting the Susquehanna Regional Transportation Authority (SRTA) in meeting our mission of mobility. Our culture of innovation and stewardship champions that mission. This position is responsible for coordinating activities that organize, manage and improve the Intercity Bus (ICB) program to provide a premier service to the ridership by overseeing various provider contracts and working with other transit authorities to be interconnected. ICB supports the connection between non-urbanized areas and the larger regional or national system of intercity bus service. ICB services meet the intercity travel needs of residents in non-urbanized areas. The ICB Program Analyst will be responsible for evaluating ICB contractors to determine how the program can enhance service delivery to non-urban communities, maximize federal and state funding, and expand connections with other transportation systems.

The ICB Program Analyst will be responsible for conducting in-field reviews and office-based data collection and analysis activities to assess the program. This position will coordinate efforts with state and local stakeholders and national transportation carriers.

Key Reporting Relationship:

This position reports to the ICB Program Manager. This position receives instructions regarding the scope and approach to assignments and works with management to set priorities for self and ICB contractors. This position will provide direct monitoring and program evaluation insights to ICB contractors. 

Some of the essential knowledge, skills, abilities and experience:

Achieves the Authority's mission by implementing objectives and priorities for the intercity bus program's operational functions that are aligned with the mission; gaining insight and suggestions of operations from stakeholders; implementing, coordinating, and enforcing initiatives. Reviews key program performance indicators and reports to the ICB Program Manager as requested. 

Serves the customer by analyzing and monitoring root causes of quality and customer service issues; develops corrective actions in coordination with the ICB Program Manager, as necessary. Follows up on customer complaints that are related to operating policies, third party driver conduct, and/or injury/damage, etc. by investigating, documenting and developing resolutions. Works with stakeholders to ensure contractors are providing premier transportation.

Meets market needs and operating efficiency by monitoring contractor staffing needs and scheduling, monitoring performance of contractors, and evaluating and recommending necessary changes and/or improvements. Ensures tasks are completed according to policy. 

Drives process improvement by reviewing, identifying, verifying and recommending solutions, analysis, and linking to strategy.

Accomplishes contractor results by communicating performance expectations; appraising program results; ensuring program evaluations are tied to established goals; conducting program outcome reviews in coordination with the ICB Program Manager to ensure each contractor is evaluated per program guidelines and standard operating procedures (SOP); providing technical assistance, training and corrective action guidance to contractors; and enforcing consistency of policies and procedures. Monitors and manages the ongoing performance of contractors. Clarifies issues, and investigates policy violations. Provides guidance and support to contracted staff during corrective action processes according to FTA, PennDOT and SRTA policies. Prepares investigation notes and documentation for performance evaluations. 

Ensures good contractor relations and legal compliance by listening for input from others; seeking mutual understanding on problems involving collaboration, keeping contractors advised of critical issues, assisting with the development of written procedures, applying consistent treatment, giving constructive timely feedback, and treating contractors with respect. 

Ensures legal and regulatory compliance by ensuring the program follows US DOT (Federal Transit Administration), PennDOT and SRTA program requirements. 

Ensures safe workforce and protection of assets by overseeing the third party contractor's safety initiatives to ensure that they meet safety compliance for the FTA, PennDOT and SRTA for training, accident investigation, workers' compensation, and all other safety-related issues. 

Ensures transportation availability by working with third party contractors to ensure all vehicles maintain required PM schedules and state inspection. 

Achieves organization's goals by completing tasks identified or assigned by the ICB Program Manager, Senior staff, or Executive staff. 

Prepares reports by data mining, collecting, analyzing, and summarizing information. Uses reports to communicate with senior managers and contractors for decision-making purposes and program guidance.

Contributes to the team by attending meetings and contributing to internal and external discussions related to ICB and other SRTA initiatives, as assigned.

Will support the implementation, routine, and day-to-day functions of the ICB Program in accordance with FTA, PennDOT and SRTA policies.

Preserves historical reference by complying with SRTA and ICB record-keeping systems, documenting procedures and decisions, maintaining required documentation, writing ICB program evaluation/monitoring reports and ensuring delivery of documents as necessary. Compiles and maintains a procedure system and organized office to ensure continuity of position. 

Some of the Essential knowledge, skills, abilities and experience:,

Bachelor's degree or equivalent preferred. Associate's degree and relevant/related work experience considered.

One to three years' experience in contract compliance reviews preferably in transit industry.

Understanding and applying Continuous Quality Improvement (CQI) practices.

Experience with quantitative and qualitative program evaluation methods.

Ability to maintain good contractor relations; to evaluate a contractor's adherence to rules and regulations; report irregularities to management; resolve problems and administer corrective action plans as necessary. 

Ability to understand transit systems operations, service area, and customer service.

Knowledge of training and safety programs.

Ability to be curious and learn from asking questions, listens to others, and make sound judgments and decisions. 

Strong computer and Microsoft applications software proficiency - with particular strength in MS Excel and other data analysis software.

Ability to be results-oriented.

Ability to analyze and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.

Ability to communicate one-on-one and with small groups, to facilitate meetings, to listen actively. Ability to be the communications link between the ICB contractors and management.

Ability to recommend solutions to solve problems and deal with a variety of changing situations in a timely manner.

Ability to prioritize tasks, to be detail-oriented, organized, accurate, and meet deadlines.

Ability to work on multiple projects in a fast-paced environment.

Ability to maintain confidentiality.

Ability to travel for meetings, training purposes, program monitoring/evaluation or other organizational needs with occasional overnight requirements. 

Must meet hiring qualifications of an acceptable driving record and background verification in accordance with SRTA standards. 

Certificates and Licenses Required:

Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
