Safety and Training Manager
Work Location: 901 N. Cameron St. Harrisburg, PA but with responsibilities for the entire 11 county system.
Schedule: Mon - Fri 8 AM -4 PM with call response when needed. Half day weekend trainings approx. 12 days per year.
Pay: $50,000 - $65,000/year

The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. Our culture of innovation and stewardship champions that mission. This position leads, educates, develops and models safe behaviors that improve and maintain the Authority's culture of safety. This position not only assists with safety training, but also assists with planning, directing and implementing the Authority's safety, security and risk control programs.
Key/Reporting Relationship/Direct Reports:
This position reports to the Safety, Security and Training Officer (SSTO). This position receives broad guidelines and sets priorities for self and staff. The Safety and Training Coordinators and Safety Clerk report to this position.
Some of the Essential Duties and Responsibilities:
Assists the SSTO with the implementation and annual review of the Authority's Safety, Security and Emergency Plans.
Assists with the monitoring of training and with future reviews of the Authority's Safety Management Systems (SMS) as directed under the PTASP final rule, while under the direction of the Safety, Security and Training Officer.
Responsible for the continuing development and support of Authority's safety culture.
Under the direction of the SSTO assists with the administration of the workers compensation program, including all claims, modified duty and return to work processes. Assists the insurance companies and legal teams with documentation. Monitors subrogation claims payments; serves as the Authority's representative in ligation proceedings. Ensures a safe work place by tracking and trending coworker injuries to prevent future occurrences. Works with both operations and maintenance to provide annual safety refresher trainings.
Oversees the Accident Review Committee. Documents all accidents and incidents; working with both the insurance companies and the legal team as needed. Develops, maintains and educates the Authority's accident reduction efforts. Participates in the accident and injury investigations and may respond to motor vehicle accident scenes if needed.
Oversees the Safety Committee. Promoting the exchange of ideas and suggestions to advance workplace safety and to influence others to work safety. The documentation and review of passenger incident reports to improve service and eliminate unsafe conditions.
Responsible for the upkeep, training and documentation of the Hazard Communication Program including Bloodborne Pathogens and Safety Data Sheets.
Responsible for the monthly and annual NTD filings for the Authority and its contractors.
Represents the Authority to the public in a professional, helpful and cooperative manner. Maintains relationships with Emergency Services and Law Enforcement to build a positive image of the Authority.
Assists with effectively communicating the Authority's safety goals, safety culture and overall security through trainings, the electronic communication boards and bulletin boards. Provides education and direction in all safety and security initiatives.
Serves on committees as requested, participate in community out-reach, and maintains an open rapport with the public.
Ensures safety by investigating and analyzing accidents and work related injuries to determine cause, reporting findings and recommending corrective action. Ensures all protocol is adhered to and that all reports are complete and timely.
Responds to consumer reports by investigating claims, verifying and documenting information, and following through to document decisions and responses to customers. Completes all data entry and filing.
Reinforces and/or develops employee knowledge and skills/certifications by assisting in conducting classroom and or behind-the-wheel instruction; scheduling certification tests and retraining as necessary under the direction of the Safety, Security and Training Officer.
Accomplishes staff results by communicating job expectations; appraising job results, ensuring staff's performance evaluations are tied to established goals; coaching,
counseling, and disciplining all staff; and enforcing consistency, policies and procedures.
Supports the implementation, routine, and day-to-day functions of the SRTA Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP).
Contributes to the team by training assigned employees.
Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards; fosters a spirit of respect, trust and cooperation; using good customer service skills with both internal and external customers; and upholding the organization's reputation in the community.
Ensures communication and positive image of Authority by reviewing critical incidents, exceptions to policy and/or goal achievement with Supervisor.
Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem- solving methods.
Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical information needed to ensure smooth operations.
Maintains professional and technical knowledge/skills by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies and using the performance appraisal system to assess personal strengths and development needs to accomplish the strategic goals of the organization.
Some of the Essential knowledge, skills, abilities and experience:
- Bachelor's degree or equivalent in Safety or a related field is preferred.
- At least 3 years of experience in the safety is preferred.
- Proficient in computer software such as Microsoft Word, Excel, Access, and Outlook.
- Proficient at administrative skills and data entry.
- Ability to understand safety and training information, policies, and function responsibilities.
- Excellent powers of concentration- ability to handle multiple tasks simultaneously within a distracting environment is essential.
- Good working knowledge of English, grammar, punctuation, spelling, style, etc. with the ability to read and write reports and communication memos.
- Able to function effectively under stress and remain calm and collected during emergencies; enjoy working under pressure.
- Ability to be detail oriented, organized, accurate, and able to prioritize work tasks.
- Ability to maintain confidentiality.
- Ability to maintain compliance with the Health Insurance Portability and Accountability Act (HIPAA).
- Ability to understand transit systems operations.
- Ability to understand a union contract.
- Understanding of HR legal requirements for compliance.
- Ability to be self-motivated and results oriented to accomplish objectives on schedule.
- Ability to represent SRTA to all stakeholders with the highest professionalism.
- Ability to actively listen, communicate effectively and follow oral and written instructions that are given in English. Ability to complete records. Ability to work with diverse customers.
- Ability to represent the Authority in a professional and positive manner at all times.
- Work hours may include a nonstandard workweek, overtime, various shifts and weekend work.
- Must meet hiring qualifications of an acceptable driving record and background verification in accordance with SRTA standards.
Certificates and Licenses Required:
- Must possess valid class "B" Commercial Driver's License (CDL) with a passenger endorsement and air brake restriction lifted operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
- Must possess a valid DOT medical card.
- This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
