
AIA Pennsylvania's Stephen Swarney Named 2025 Component Executive of the Year
HARRISBURG, PA – Stephen M. Swarney, J.D., Executive Director of AIA Pennsylvania, has been named Component Executive of the Year by the Council of AIA Component Executives (CACE) of the American Institute of Architects, recognizing his outstanding leadership and transformative impact on the architectural profession in Pennsylvania and beyond.
Since joining AIA Pennsylvania in September 2013, Swarney has demonstrated exceptional strategic vision and steady leadership, transforming the organization. His mission to elevate the voice of architects has resulted in unprecedented success for the profession in Pennsylvania.
Legislative Milestone Achievement
Under Swarney's leadership, AIA Pennsylvania achieved a historic victory in 2024 with the passage of Act 144, which established mandatory continuing education for architects and voluntary certification for interior designers. This major legislative milestone was more than 20 years in the making and represents Swarney's deep understanding of legislative advocacy and his ability to build strategic coalitions.
Organizational Transformation
Swarney's tenure has been marked by remarkable organizational growth and financial stability. His leadership has resulted in numerous innovative programs and initiatives, including:
Creation of the AIA Pennsylvania Foundation to support emerging professionals and advance equity in the profession
Development of District Days and biennial member surveys on legislative priorities
ARE scholarships and Emerging Professional Firm Recognition programs
Women's Leadership Scholarships
Multi-state partnerships, including the successful Tri-State Conference connecting hundreds of members across Pennsylvania, New York, and New Jersey
Mentorship and Collaboration
Beyond his achievements in Pennsylvania, Swarney has become a mentor and resource for component executives nationwide. His collaborative approach and willingness to share knowledge has strengthened the entire AIA network.

Professional Background
Swarney brings extensive experience in strategic planning, legislative advocacy, and grassroots activism to his role. He holds a Juris Doctor degree from Widener University School of Law and a Bachelor of Arts in Criminal Justice Administration from Mansfield University, with additional graduate coursework in Organizational Leadership. As a registered lobbyist, he maintains an extensive network throughout Pennsylvania government and design-construction advocacy organizations.
Swarney is a member of the American Society of Association Executives and the Pennsylvania Association of Government Relations. He resides in Harrisburg with his wife and three children and serves as a PIAA Football Official in his spare time.
