Neighborhood Assistance Program (NAP) In-Person Workshop

The Neighborhood Assistance Program (NAP) Tax Credit is an important tool in your community revitalization toolbox—and we’re excited to share an upcoming opportunity to learn more.


Pennsylvania Downtown Center will host an in-person Neighborhood Assistance Program (NAP) Workshop on Monday, April 20th, in Harrisburg, PA. This full-day workshop will provide an overview of the NAP Tax Credit program and how it can be used to support a wide range of community and economic development initiatives.


With $72 million currently available statewide, this timely training will explore how communities can position projects for success, understand program requirements, and strengthen competitive applications. In addition to expert-led presentations and panel discussions, the workshop will feature a new interactive pitch session, allowing participants to share a project idea and receive constructive feedback from DCED specialists and past funding recipients.


Included within NAP are the Neighborhood Partnership Program (NPP), Special Program Priorities (SPP), Charitable Food Program (CFP), and Enterprise Zone Tax Credit (EZP). Together, these programs can help support efforts such as business incubators, housing rehabilitation and weatherization, job training, crime prevention, diversity initiatives, rural transportation, and more—including staff time to deliver these services. NAP can also play a key role in strengthening and expanding private-sector partnerships.


This program is designed to benefit a wide range of community stakeholders, and we encourage downtown leaders, program managers, municipal staff, business owners, nonprofit partners, and local government officials to attend. As a Main Street Matters Main Street or Elm Street program, you automatically qualify to apply for NAP funding without needing to demonstrate “distressed” status.
