Penn National Insurance elects David E. Black to board of directors
Long-time head of the Harrisburg Regional Chamber of Commerce brings strategic leadership experience in both the private and public sectors
HARRISBURG, Pa., May 18, 2023 -- Penn National Insurance announced the election of David E. Black to the board of directors of Pennsylvania National Mutual Casualty Insurance Company (dba Penn National Insurance).
Black was the president and chief executive officer of the Harrisburg Regional Chamber of Commerce and Capital Region Economic Development Corporation (CREDC) for 20 years and is currently a strategic advisor with Dame Leadership, which provides strategic planning for businesses, not-for-profits and government organizations.
“Dave has spent much of his career identifying and capitalizing strategic opportunities to transform organizations, businesses and communities,” said Stephen Swanson, board chairman. “His leadership experience in both the private and public sectors brings a valuable perspective to our board and I look forward to working with him.”

Prior to the Chamber and CREDC, Black served in leadership roles in the administration of Pennsylvania Governor Tom Ridge and also served as a Clarion County (PA) Commissioner.
A graduate of Westminster College, he serves on a number of nonprofit boards and lives in the Harrisburg area with his wife.
